In education, science and culture, the right to communicate is essential. This right is indispensable in order to accord people their democratic rights and make it possible for every one to exercise democratic control, and to grant all members of society participation in its development. The will of the people cannot be effectively expressed without open communication. While the education situation varies from country to country, the basic problem is common: the risk of getting small, well-educated, well-paid elite, while a majority of the population is lagging behind. The right to communicate may help develop the ideals of mutual respect and international understanding and thus become an agent of our fight for democracy.
