Everyone has an absolute and primary right to communicate that is recognized in freedoms of speech, of information and the other freedoms that are essential in society. It is also the responsibility of society to limit such freedoms, but only to protect the rights of others. The paper advance the notion of a hierarchy of rights, freedoms and responsibilities, and entitlements, starting with the fundamental right of the individual to communicate.
